We now have official confirmation that the rioting in Baltimore on Monday was purposely allowed to spiral out of control. Up until now, there had been some unconfirmed reports that police in Baltimore had been ordered to “stand down” during the riots, but nobody had been willing to come forward and go on the record. Now that has all changed. Michael Lewis is the Sheriff of Wicomico County, Maryland and what he has to say is absolutely jaw dropping. Baltimore city officials are mum after the police department handed its investigation into the death of Freddie Gray over to state prosecutors Thursday, a day before they said the investigation would be completed. The public still doesn’t know the details surrounding the 25-year-old’s death. Maryland State Attorney Marilyn Mosby said, “While we have and will continue to leverage the information received by the department, we are not relying solely on their findings but rather the facts that we have gathered and verified. We ask for the public to remain patient and peaceful and to trust the process of the justice system.” Prosecutors will decide whether or not to bring charges against the six police officers who are currently suspended from the Baltimore police force.
Meanwhile, the likes of Al Sharpton are in Baltimore, and they will not be satisfied if the prosecutors’ decision doesn’t go their way. Daniel Henninger writes in The Wall Street Journal, “When Al Sharpton popularized the chant, ‘No justice, no peace,’ it was unmistakably clear that ‘no peace’ was an implicit threat of civil unrest. Not civil disobedience, as practiced by Martin Luther King Jr. Civil unrest.” Now is the time for conservatives to focus on ways to rebuild Baltimore to counter Sharpton’s race baiting and give residents better paths to prosperity. On April 29, Hillary Clinton stood before an audience at Columbia University and criticized America’s criminal justice system, the system her husband helped create in 1994 with the passage of his Violent Crime Control and Law Enforcement Act. “We have allowed our criminal justice system to get out of balance,” Ms. Clinton said. “And these recent tragedies [in Baltimore and Ferguson] should galvanize us to come together as a nation to find our balance again.” This is not the only instance where Hillary has positioned herself directly opposing the legislation and policies that her husband’s administration instituted some 20 years before. Bill signed the Defense of Marriage Act into law; Hillary now says same-sex marriage is a constitutional right. Bill’s administration repealed the Glass-Steagall Act; Hillary wants it restored. The Washington Free Beacon reports that this distancing extends all the way to edits of Hillary’s official campaign bio. In 2008, her biography said “she followed her heart and a man named Bill Clinton to Arkansas” instead of pursuing a career at a big law firm. Eight years later, Clinton’s bio now says she skipped the big-law career path because she wanted to fight for children and families at the Children’s Defense Fund. Remote Sensing Systems recordings, which more accurately reflect global temperatures, have perplexed many scientists ever since they revealed a global warming hiatus that’s now lasted for more than 18 years. In response, alarmists have trashed RSS findings in favor of NOAA’s complicated and flawed method. Three University of Alabama climatologists, Roy Spencer, John Christy and William Braswell, just concluded additional research on UAH Version 6, an alternative system used to study global temperatures. Not only did the new research cast further doubt on the claims of climate alarmists, but the adjustments revealed similar results to that of RSS. To summarize, UAH’s newest finding is another inconvenient truth for envirofascists — which is exactly why they’ll ignore it.

Republicans’ first attempt to present a fiscally responsible budget after assuming control of Capitol Hill ran into some snags this week. A budget resolution hashed out between House and Senate negotiators was expected to see an easy passage before Sen. Bob Corker (R-TN) stalled the process by refusing to sign on to the final proposal.
Corker, recently listed as one of Time magazine’s 100 Most Influential People, where he was described as the “pragmatist of Congress,” is known for having a strong grasp of economics after spending many successful years in the private sector. He withdrew his support of the budget because he saw the proposal as riddled with budget gimmicks.
The resolution that Republicans crafted relies on a budget tool that gives lawmakers flexibility in dealing with spending curbs. This budgetary shell game is cleverly known as CHIMPS ⎯ Changes in Mandatory Programs — and it allows for boosting spending in some areas by offsetting spending in mandatory programs. The trouble with CHIMPS is that those spending cuts in mandatory programs are rarely, if ever, honored, basically amounting to an overall increase in spending.
“CHIMPS is a budget gimmick that is $190 billion in extra spending over a 10 year period,” Corker told reporters Tuesday. “And it’s something our caucus all has been for eliminating.”
Republicans gained control of both chambers of Congress in part because of their promise of fiscal responsibility after a decade of budgetary chaos thanks to spendthrift Democrats. Under the leadership of heavyweight curmudgeon Harry Reid, the Senate flat out refused to craft budgets, as required by law, opting instead to hide the true nature of impending fiscal doom through a series of continuing resolutions.
The GOP wants to bring an end to this craziness by passing budgets that come into balance in ten years. But thanks to CHIMPS, military spending will increase in the coming fiscal year without any significant cuts to entitlements.
Corker’s refusal to sign on to the budget proposal made sense for fiscal hawks. The GOP’s inability to curb spending its first time out as the majority party on Capitol Hill does not bode well for the future of its grand plan to bring fiscal sanity to Washington. So-called moderate Republicans who are just as drunk on spending as Democrats gleefully rely on CHIMPS and other budget tricks to circumvent the sequestration caps put in place four years ago. Corker’s opposition to the status quo offered a welcome change to the lip service being paid on spending.
But all is not what it seems in Washington. Wednesday, Corker reversed himself and signed on to the House-Senate budget proposal. “There is no question this budget is far from perfect,” Corker said, “But it is some progress since it has been a long time since Congress has completed this basic part of governing.”
With Corker allowing the budget to proceed, the House passed the proposal 226-197 Thursday, sticking close to their self-imposed deadline to move things forward before leaving town for a brief recess. Fourteen Republicans joined all the Democrats in opposition. The Senate will vote on the proposal in a few days.
Corker’s change of attitude could be considered a flip-flop since there were no fundamental changes made to the resolution to get him on board. But by making his initial stand, he brought to light some of the fundamental problems that plague the budget process in Washington.
To say that federal spending is out of control may be the mother of all understatements. The national debt is over $18 trillion, close to $10 trillion of which has been amassed since Barack Obama took office. Budget deficits, which averaged around $1 trillion a year for his first term, are still in the $500 billion range. Obama is proposing a 7% across-the-board spending increase for the next fiscal year, and he has vowed to veto any Republican budget that adheres to the sequestration cuts that he suggested then later blamed on Republicans.
Democrats have remained resolutely committed to spending without limits while ignoring the inevitable consequences of the government’s careless fiscal strategy, or lack thereof. Senate Democrats are expected to unanimously oppose the budget like their colleagues in the House.
The budget process is complicated and filled with numerous moving parts. It’s no wonder that it puts people’s brains to sleep. Unfortunately, it’s had the same effect on those elected to actually negotiate it.
Many citizens know the dangers of not cutting back on spending, yet when it comes time for the government to actually do so people balk at their favorite programs being cut because so many are now on the government dole. This was by liberal design. Over the course of many years, Democrats have steadily convinced the public that people need the government to run all these services and provide cradle-to-grave entitlements. No one stopped to consider just how all these programs would be paid for.
That is why Corker’s stand against the CHIMPS budget gimmick, brief though it was, is so important. It highlights the fantasy world in which Congressional lawmakers live, and it reminds us all that this world must give way to reality if America wants to avoid political and economic disaster.

This is what the courts will use to ultimately shut us down and incarcerate us. They are using the Christian bakeries and other businesses to show that we are not being “tolerant” as they would have us be. But they knew what our reaction would be. They counted on it. “The biggest news from Tuesday’s Supreme Court arguments isn’t news at all to conservatives: Same-sex “marriage” is a threat to religious freedom. For once, that revelation didn’t come from one of the lawyers on our side but from the Obama administration’s own attorney.
In a rare moment of candor, Solicitor General Donald Verrilli sent a clear signal on where this debate is headed, and it isn’t to the marriage altar. Is it really a stretch, given the IRS’s history of harassment and discrimination against conservatives, to think that it wouldn’t show a “smidgeon” of prejudice? This ruling would give the political operatives at one of the country’s most powerful agencies even more ammunition to punish opposition. Resistance — even principled, seemingly protected resistance — wouldn’t be tolerated. The IRS, which has been weaponized under this administration, will stop at nothing, including stripping tax exemptions, to force acceptance. Recognizing the damage his admission could do, Verrilli tried to soften the blow by suggesting that “different states could strike different balances.” But if liberals won’t accept the long-held right of the states to regulate marriage, what makes anyone think they would accept it here? Besides, Justice Antonin Scalia fired back, “If you let the states do it, you can make an exception…
You can’t do that once it is a constitutional proscription.” Carried to its logical conclusion, the government would be in a position of punishing any non-sanctioned views. In the debate over Iran’s nuclear ambitions, the unacknowledged nuclear stockpile of Israel often comes up. In the 1950s and 1960s, Israel secretly acquired the technology and material to build nuclear weapons, frequently misleading the U.S. government about its intentions. (France was Israel’s partner in the building of the Dimona reactor in the Negev desert, while South Africa is believed to have assisted Israel in conducting at least one nuclear test in the 1970s.) Zarif quickly noted that Israel (unlike Iran) is not a member of the NPT, but added: “Those who provided them with the technology were members of the NPT and violated the NPT to provide them with the technology, and we know who they were. And now they are the proponents of nonproliferation.” (Actually, France’s cooperation with Israel ended in 1966, before the NPT went into effect in 1970.)
Zarif’s estimate of Israel’s stockpile seemed rather large. Does Israel really have 400 nuclear weapons? For a secret and unacknowledged program, the history of Israel’s quest for nuclear weapons is relatively well-documented. Our colleague Walter Pincus recently recounted how Israel misled the Kennedy and Johnson administrations about the facility in the Negev, describing it at one point as “a textile plant” and later as “a metallurgical research installation.”Requested inspections by U.S. experts were cursory and often postponed — Israel refused to accept visits from the International Atomic Energy Agency – and later it was learned that the Israelis had built fake walls around the elevators that led to an underground reprocessing plant, according to a 2014 account in The Guardian newspaper. |Mount Everest Shrank As Nepal Quake Lifted Kathmandu

The first good view of the aftermath of Nepal’s deadly earthquake from a satellite reveals that a broad swath of ground near Kathmandu lifted vertically, by about 3 feet (1 meter), which could explain why damage in the city was so severe. The data also indicate the tallest mountain in the world, Mount Everest, got a wee bit shorter. The new information comes from Europe’s Sentinel-1A radar satellite. Scientists are racing to interpret the Sentinel data, which were made available today (April 29) just hours after the satellite passed over Nepal. The preliminary data can help guide relief efforts on the ground by identifying areas that were damaged or hit by landslides. Researchers detected the vertical shift in the ground by comparing before-and-after radar images from the satellite using a technique that produces an image called an interferogram. The resulting images have rainbow-colored areas that represent the movement of the ground between the times each radar image was taken. Each colorful fringe on the European Space Agency’s Nepal interferogram reflects about 1 inch (2.8 centimeters) of vertical movement. The results will be refined in the coming weeks, with as scientists further analysize the images and additional data from satellites become available.
According to the early analysis, a region 75 miles (120 kilometers) long by 30 miles (50 km) wide lifted upward by as much as 3 feet during the earthquake, said Tim Wright, a geophysicist at the University of Leeds in the United Kingdom. This uplift peaked only 10 miles (17 km) from Kathmandu, even though the city was relatively far from the earthquake’s epicenter. “That’s one of the reasons why Kathmandu has so much damage,” Wright told Live Science. The radar images reveal that some of the world’s tallest peaks — including Mount Everest — dropped by about 1 inch (2.5 cm), according to the nonprofit UNAVCO, a geoscience research consortium. That’s because the Earth’s crust relaxed in the areas north of the Kathmandu, after the earthquake released pent-up strain. Still, on the whole, the Himalayas continue to grow to stupendous heights, studies show. Some parts of the Himalayas are rising about 0.4 inches (1 cm) every year, due to the ongoing collision between the Indian and Eurasian tectonic plates. MORE

|Utah city orders citizens to avoid drinking water after chemical contamination; what will you do in a water emergency?

Water emergencies appear to be occurring more often these days, leaving citizens scrambling to find safe drinking water when public supplies become contaminated. The latest case is still ongoing and concerns the public water supplies of Nibley City, Utah. On April 23, occupants of the small town were ordered not to drink the water after residents had noticed it had a foul odor and contacted the city. It was suspected that the contamination came from a recent diesel spill near a spring that supplies the city with its drinking water. Tests over the next few days confirmed the presence of diesel fuel in the water, and the system has been repeatedly flushed since then. However, as of April 27, the city remains under a “Do-not-Drink” order. Nibley City only has around 5,000 citizens, but local stores and supermarkets have already run out of bottled water. Residents have been forced to drive to nearby towns to obtain safe drinking water.
The water crisis in Nibley City seems to be nearly over, but it should serve as a reminder to all of us that we should never take our water resources for granted. Nibley City is one of three cities in the U.S. that has faced a water emergency within the past year, and it’s an example that proves it can happen in small communities as well as large urban areas, such as Toledo, Ohio, where water contamination affected 400,000 people in 2014. Water emergencies can be caused by a number of factors, including chemical spills, flooding from storms, drought conditions and breakages in water mains. Many of these causes are difficult – if not impossible – to predict or prevent, so it is important for everyone to have a backup supply of clean water in case such a scenario occurs. The results of the annual Gallup-Healthways Well-Being Index are in, and the methods by which many Americans now cope with their daily lives in this brave new world are sobering. Roughly one in five individuals living in the U.S., based on a random survey of people living in all 50 states and the District of Columbia, now take some type of mood-altering drug or medication daily just to make it through their miserable lives. After conducting interviews with at least 450 residents of each U.S. state between January and December 2014, researchers found that about 20% of folks, on average, use pharmaceutical pills or other substances on a day-to-day basis to feel happy and stable.
Each individual was asked, open-ended, whether or not he or she uses drugs that “affect your mood or help you relax,” and about one in five answered yes. The types of drugs people use to this end were not specified, and may include both “legal” medications like pharma pills, alcohol and nicotine, as well as various “illegal” substances. The worst state with the most drug use was West Virginia at 28.1%, followed closely behind by Rhode Island at 25.9%, Kentucky at 24.5% and Alabama at 24.2%. Meanwhile, the states with the lowest rates of daily mood-altering drug use were found to be Alaska at 13.5%, Wyoming at 15.5% and California at 15.8%. Most of the states with the lowest rates of drug use are located in the western U.S., in fact, while the states with the highest rates of drug use are in the southern U.S. MORE

There is an old saying, “as goes California, so goes the Nation,” If that is true, I would say that the Nation had best strap on its seat belt for some hard times ahead. California is currently four years into the worst drought in recorded history. While the word drought gives the impression that this is a short-lived, inconvenient condition with which we have to live for a little while, things are actually far more serious. NASA scientist Jay Famiglietti recently warned that California’s water reservoirs have just one year remaining before a catastrophic collapse.
In his own words, as published in the LA Times: “[T]he state has only about one year of water supply left in its reservoirs, and our strategic backup supply, groundwater, is rapidly disappearing. California has no contingency plan for a persistent drought…. [Groundwater] pumping rates are excessive and unsustainable. … Wells are running dry. In some areas of the Central Valley, the land is sinking by one foot or more per year.” It isn’t just that no fresh water, via rain or snow, is coming into California, but that underground aquifers and other former backup sources are also running dry. According to research published in the journal Science, the entire Western United States has lost an astounding 240 gigatons of water since 2013, an amount equivalent to 1 billion tons. UC Santa Cruz Professor Lisa Sloan co-authored a 2004 report in which she and her colleague Jacob Sewall predicted that the melting of the Arctic ice shelf would cause a decrease in precipitation in California and hence a severe drought. The Arctic melting, they claimed, would warp the offshore jet stream in the Pacific Ocean. MORE

|Bizarre ‘sea serpent’ than can ‘predict earthquakes’ washes up on beach

The usually deep sea dwelling oarfish, which can reach eight metres in length and have been known to bite their own tails off, was found dead by a stunned wildlife expert, who had never seen such a sight. It washed up at the Otago Harbour, near Dunedin, on New Zealand’s South Island. David Agnew, of the local Department of Conversation, said: “It was really fresh, it had just washed up on the night tide and looking at it, it was a pretty weird looking creature. I have never seen such a fish in 20 years of living here. “It didn’t have scales like other fish, it had smooth skin, like tinfoil, and if you rubbed it the silver would come off.”
The New Zealand Marine Studies Centre and Aquarium posted on Facebook: “Healthy oarfish are known to wash up on beaches and are sometimes found near the water surface – so may be the origin of some ‘sea monster’ myths. “Specimens larger than 1.5 metres are known to shorten their length by biting off their tail.” Mysteriously, the creature was gone from the beach the next day, either washed back out to sea, or taken by someone. Officials urged for it not to be eaten as it was unclear how it died and the fish is not believed to taste good. MORE

|Russia may be readying for new Ukraine offensive

Russia’s military may be taking advantage of a recent lull in fighting in eastern Ukraine to lay the groundwork for a new military offensive, NATO’s top commander told the U.S. Congress on Thursday. U.S. Air Force General Philip Breedlove, the NATO supreme allied commander, said Russian forces had been seeking to “reset and reposition” while protecting battlefield gains, despite a fragile ceasefire agreed in February. “Many of their actions are consistent with preparations for another offensive,” Breedlove said. Pressed during the hearing, Breedlove acknowledged he could not predict Moscow’s next move but characterized its ongoing actions as “preparing, training and equipping to have the capacity to again take an offensive.”
“In the past they have not wasted their effort,” Breedlove told the Senate Armed Services Committee. The Organization for Security and Co-operation in Europe (OSCE), which is monitoring the ceasefire, says the violence is down markedly since the accord was signed in Minsk, Belarus, in February. But the United States says Russia now has its largest force on the border since October and has deployed additional air defense systems, the biggest number since August. Breedlove said Russia was seeking to tighten its grip over separatist fighters, bolstering its command and control “because there was disunity in some of the earlier attacks.” “We do see a very distinct Russian set of command and control in the eastern part of Ukraine,” he said. Tuesday’s oral arguments at the Supreme Court were excellent. There were so many good points made about what marriage is and why redefining marriage would cause harms.
This litany of harms stands in stark contrast to the outrageous lower court rulings that had declared no rational basis to state marriage laws defining marriage as it always had been in America: a union of husband and wife.
Most importantly, it was clear that the nine Supreme Court justices do not have any greater insight on ideal marriage policy than do ordinary American citizens. And the Constitution itself is silent about it.
So the justices should uphold the authority of citizens and their elected representatives to make marriage policy in the states.

An atheist group has requested an investigation into the presence of a recognized biblical creation leader and debater at a Georgia high school, where he recently spoke to students about critical thinking.
In late March, Eric Hovind, the president of the Florida-based ministry Creation Today, addressed a debate class at Troup County Comprehensive High School in LaGrange. Hovind says that his talk did not include mention of his faith or creation, but was rather a general discussion on critical thinking.
But as Hovind had engaged in a debate with a local humanist two days prior and had posted a photo of the event on social media, and since he is a born-again Christian who is known to speak against evolution, atheists became upset with school officials for allowing Hovind to address students.
