Treasury Secretary Scott Bessent Announces “Several Initiatives” to Target Somali Fraud in Minnesota – Creates “Protocols” for Fraud in Other States | The Gateway Pundit

The Gateway Pundit previously reported on Treasury Secretary Scott Bessent’s comments regarding the ongoing Somali fraud exposé in Minnesota.  Bessent said that the Treasury Department was investigating several money transfer services for their involvement

Today, in an update, Secretary Scott Bessent held a press conference in St. Paul, Minnesota with online participating in which he officially announced several initiatives that the Treasury Department was taking to target fraud, waste and abuse in Minnesota.  Secretary Bessent said that these initiatives will be “protocols” for other states.

“Our citizens have a right to know that their tax dollars are not being diverted to fund acts of global terror or to fund luxury cars for fraudsters.  Democratic Governor Tim Walz has allowed welfare programs and fraud to spiral out of control.  Billions of dollars intended for hungry children, housing for disabled seniors, and services for children with special needs were diverted to people who cheated the system, some of whom are not even American citizens,” Bessent stated.

The Treasury Department is “thoroughly investigating  the fraud, including funds sent to Somalia through money service businesses” that are outside of formal banks.  “These funds could have potentially been diverted to the terrorist organization Al-Shabaab.”

The Department’s Financial Crimes Enforcement Network (FinCEN) and the IRS are leading the investigation as to whether or not these financial institutions are in compliance with the Bank Secrecy Act and Treasury regulations.

As such, Secretary Bessent announced several initiatives by Treasury to target fraud in Minnesota.  “The Minnesota protocols will serve as a genesis and launching pad for investigations into other states,” Bessent said.

“First, we have followed the money and identified the money service businesses that may have transferred taxpayer funds overseas.  Our team at FinCEN  has just provided formal notification to these businesses that they are under investigation.”  The investigations seem to be related to anti-money laundering laws being followed with the Secretary vowing that they will be held accountable for any crimes they committed.

FinCEN also issued a “geographic targeting order” (GTO) that would require reporting of additional information be provided about funds transferred outside of the United States.  This order is for institutions in Hennepin and Ramsey counties.  Bessent later explained that the GTOs would lower the threshold for reporting outbound wire transfers to $3,000 and that the same changes may be utilized in other states.

“This will put a microscope on these businesses, advance prosecutions, and assist in the recovery of funds laundered internationally,” Bessent said.  “Fraudsters in Minnesota stole at least $300 million meant for children in need and we must prevent fraud of this scale from occurring in the future.”

The IRS also intends to announce a task force to investigate pandemic-era tax incentives and misuse of 501c3 tax-exempt status “by entities implicated in the Minnesota-based social services fraud schemes.”

Lastly, the Treasury Department will provide training to Minnesota law enforcement “on how to utilize financial data such as Suspicious Activity Reports (SARs) to better combat these fraud schemes.”

When asked by the Daily Wire about Tim Walz’s role in all of this and whether his decision not to seek re-election was related to anything uncovered, Bessent said he could not talk about ongoing investigations but did say, “It’s clear that Gov. Walz has been negligent in his fiduciary duties as chief executive…And we are actively pursuing all leads to see the level of involvement, whether its limited to just negligence and incompetence or if its something more than that.”

While Donald Trump and the Secretary of War Pete Hegseth distract us with meaningless ‘lethal kinetic strikes’ on drug boats in Venezuela, a much more serious and pressing problem is brewing right here at home in Minnesota. Not only are government actors within that state operating a crime ring in the high hundreds of millions of dollars, it would seem that Minnesota is rapidly becoming an Islamic state.

As we have said many times, the greatest threat to the sovereignty and security of the United States of America, hands down and bar none, has always been and will always be Islam. This was something we recognized clearly under the multiyear reign of Barack Hussein Obama, but something we have conveniently forgotten here in the second term of Donald Trump who is courting Muslim favor like no other president before him. Today I want to show you the battleground state of Minnesota, and how it looks for all the world like a coup is underway. View the evidence and decide for yourself.

1). Radical Leftist governor Tim Walz approves a Somalia-themed new Minnesota state flag

As you can see in the graphic at the top of this article, the “new” state flag of Minnesota bears an undeniable and overwhelming resemblance to the flags found in the Federal Republic of Somalia, a region of the globe that is nearly 100% comprised of Sunni Muslims. Less than 1% of the territories are Christian and Shia Muslim. I am sure it’s just a crazy coincidence, but the Somali-born congresswoman Ilhan Omar has stated multiple times that she serves the interests of the Somalian people in Minnesota above that of the interests of the government in which she presides.

2). The Minnesota Somali Fraud Network

Federal authorities have uncovered several major fraud schemes in Minnesota, primarily related to the misuse of over $1 billion in federal and state social service funds during the COVID-19 pandemic. Of the 87 individuals charged in these cases, the majority are of Somali descent.

Key cases include:

Feeding Our Future: This was the largest single scheme, where a non-profit organization and its partners allegedly stole approximately $250 million from a federal child nutrition program by submitting fraudulent receipts and invoices for meals that were never provided. The founder of the organization was found guilty in this case.

Housing Assistance and Autism Services: Other separate but similar schemes involved fraud in programs providing housing assistance and therapy for children with autism. In one autism fraud case, an individual allegedly stole $14 million by billing Medicaid for fake sessions using unqualified staff.

State auditors and federal officials noted that the Minnesota Department of Education missed numerous red flags and failed to adequately address complaints, which critics argue allowed the fraud to balloon. Federal investigators have stated there is no evidence that any of the stolen money was funneled to the terror group al Shabaab, a claim that was investigated after political allegations were raised.

3). Minnesota as the new ‘Little Somalia’

Minnesota is home to a significant Muslim population, with Arab Americans nearly quadrupling from 2000-2022, and a substantial Somali community settling in the Twin Cities. The state has elected prominent Muslim officials, including the first Muslim Congressman (Keith Ellison, now AG) and Somali-American Congresswoman Ilhan Omar, alongside growing numbers in local government. A robust network of mosques, Islamic schools, and cultural organizations with terror ties like CAIR-MN are the predominate influences. In April of 2023, Minneapolis made history when it became the first major city in the US to allow mosques to broadcast the call to prayer using loudspeakers at any time. Before the change to a city noise ordinance, it had only been permitted to be put out between 7am to 10pm. The majority of Muslims in Minnesota remain unassimilated to American culture and way of life.

Bit by bit, and bite by bite, Minnesota is becoming an Islamic state with a state, led by elected Islamic representatives who are only too happy to encourage this transition. Governor Tim Walz is very proud of his new state flag, a flag that bears obvious allegiance to and solidarity with the Islamic Federal Republic of Somalia. America is under siege from within, and our ‘America First’ president isn’t doing anything of note to solve this problem other than just talking about it.

Treasury Secretary Scott Bessent Confirms Investigation into U.S. Tax Dollars Funding al-Shabaab Terrorists in Somalia: ‘Egregious Fraud’ | The Gateway Pundit

As the massive fraud in the Somali immigrant community in Minnesota continues to unfold, renewed scrutiny is focusing on how much of the billions stolen from American taxpayers has gone directly into the hands of al-Shabaab terrorists.

On Friday, Treasury Secretary Scott Bessent confirmed that the Treasury is investigating organizations and companies that shift money from one part of the globe to another.

Bessent shared on X, “Egregious fraud in Minnesota has cost taxpayers hundreds of millions of dollars, including funds sent to Somalia through money services businesses (MSBs), which provide financial services outside a formal bank.”

“Under @POTUS’ leadership, the @USTreasury will not stop until we fully investigate this deeply disturbing scam.”

“To that end, Treasury will soon issue a Geographic Targeting Order (GTO) subjecting certain Money Services Businesses (MSBs) to enhanced reporting requirements with FinCEN. This important tool will be used to make sure information regarding any such illicit activity is quickly reported to @FinCENnews and made available to our law enforcement partners.”

“This will empower investigators to develop additional leads through increased scrutiny on funds going to areas of concern, such as Somalia.”

“Additionally, Treasury personnel are on the ground working hard to uncover the facts. FinCEN will soon be issuing Notices of Investigations to MSBs of concern, and I can report that @IRSnews will be examining these businesses.”

“Under President Trump, we will not stop until we fully investigate, analyze, and permanently end this massive fraud ring.”

On Sunday, Bessent joined CBS’s Face the Nation and revealed an active probe into the massive fraud operation.

The scheme, which siphoned off more than $1 billion in taxpayer dollars, has already been linked to donations to prominent Democrats in the state, including Minnesota Governor Tim Walz, Representative Ilhan Omar, and Attorney General Keith Ellison.

Bessent noted, “To be clear, the initial fraud that was discovered by the IRS, for which I’m the acting commissioner, it was discovered by IRS Criminal Investigation Unit.”

“This was not endogenous that the state of Minnesota decided. We had to go in and clean up the mess for them, and this is part of the continued cleanup.”

Bessent continued, “A lot of money has been transferred from the individuals who committed this fraud, including those who donated to the governor, donated to representative Omar and to AG Ellison. They have been transferred to something called MBSs… these are Money Bureau Services, and they are wire transfer organizations that are outside the regulated banking system. And that money has gone overseas, and we are tracking that, both to the Middle East and to Somalia, to see what the uses of that have been.”

Minnesota’s sprawling Somali-linked fraud networks may be far larger and more deeply embedded than the public was ever told. What was originally reported as a $250 million “Feeding Our Future” scandal and later acknowledged as a $1 billion fraud may now exceed $8 BILLION, according to whistleblowers and new federal investigations.

In an explosive announcement on X, U.S. Small Business Administrator Kelly Loeffler revealed that numerous individuals and nonprofits indicted in the Minnesota COVID-relief scandal also received SBA PPP loans and other federal payouts, suggesting a coordinated, multi-agency exploitation of pandemic programs.

“Numerous individuals and nonprofits indicted in the $1 billion Minnesota COVID fraud scandal, including Feeding Our Future, received SBA PPP loans in addition to other state and federal funding,” Loeffler wrote on X Tuesday.

“I have ordered an investigation into the network of Somali organizations and executives implicated in these schemes. Despite Governor Walz’s best efforts to obstruct, SBA continues to work to expose abuse and hold perpetrators accountable, full stop.”

An SBA spokesperson confirmed to Fox News Digital that the agency is now investigating every individual and organization indicted in Minnesota’s broader COVID-fraud scandal:

“The agency is investigating all individuals and organizations indicted as part of the $1 billion Minnesota COVID fraud scheme to identify any that may have also fraudulently obtained PPP loans—evaluating their citizenship status, the legitimacy of their nonprofit work, and other requirements for eligibility.”

SBA spokesperson Maggie Clemmons added:

“The agency will provide additional details as the scope of fraud across these Somali networks are uncovered—and remains committed to clawing back all funding that was illegally obtained on behalf of American taxpayers.”

Loeffler followed up Thursday with another bombshell:

“In just the last two days, SBA has uncovered at least $1 million in PPP and EIDL loans that were granted to individuals indicted as part of the broader billion-dollar pandemic fraud scheme in Minnesota. We continue to investigate these organizations and executives to determine their citizenship status, the legitimacy of their nonprofit work, and other requirements for loan eligibility.

The fraud in this state runs deeper than was ever previously reported. SBA is working around the clock to get answers and make taxpayers whole.”

In just the last two days, SBA has uncovered at least $1 million in PPP and EIDL loans that were granted to individuals indicted as part of the broader billion-dollar pandemic fraud scheme in Minnesota.

During a Friday report, Fox News correspondent Garrett Tenney confirmed that federal investigators now believe the total scope of the Minnesota fraud could be eight times larger than reported:

“Fraud investigators are finding in Minnesota is growing by the day. Kelly Loeffler, who leads the Small Business Administration, says that in the two days her agency has been investigating the state, they’ve uncovered at least a million dollars in PPP fraud — just two days in. Several of the whistleblowers in Minnesota have also told lawmakers they believe the total amount of fraud could reach more than $8 billion.

Governor Tim Walz, who is up for re-election, is under fire for all of this happening under his watch. But he says they have paused these programs, brought in outside auditors to get an idea of how far-reaching this fraud was, and are taking steps to keep it from happening again. He is defending his management of the state while also taking shots at Republicans and the President.
